The Sandugo Festival in Tagbilaran, Bohol commemorates one of the most-cited moments in Philippine history: the blood compact of 1565 between the Boholano chieftain Datu Sikatuna and the Spanish explorer Miguel López de Legazpi.
The word sandugo means one blood. Each leader drew blood, mixed it with wine and drank, sealing a pact of friendship — an indigenous ritual of alliance rather than a Spanish one. It is often described as the first treaty of friendship between Filipinos and Europeans, and it is the event depicted on the Bohol provincial seal.

What happens

The Blood Compact Shrine
Worth visiting whether or not you are there in July. The monument sits on the coastal road in Bool, just outside Tagbilaran, and depicts the two leaders and their companions mid-ritual. It is a small site — a sculpture group on a terrace overlooking the sea — and takes fifteen minutes, but it anchors the whole festival.
The sculpture is by National Artist Napoleón Abueva, who was himself Boholano.
Why the blood compact still matters here
Bohol treats the sandugo as a founding story, and it is worth understanding why it carries more weight locally than a single 16th-century ceremony might suggest.
The ritual was indigenous, not Spanish. Blood compacts were an established Visayan practice for sealing alliances between equals, and in the Boholano telling that is the point: Sikatuna met Legazpi as a peer and bound him by Boholano custom, rather than submitting to a foreign one. The event is read as a treaty rather than a surrender.
That reading is why the compact appears on the provincial seal, why the Order of Sikatuna remains the Philippine state's diplomatic honour for foreign dignitaries, and why the festival is as much a statement about Boholano identity as it is a commemoration.
Practical planning
- Getting there — fast ferry from Cebu City to Tagbilaran in about two hours, or fly into Bohol-Panglao International Airport. Ferries fill during the festival, so book ahead.
- Accommodation — Tagbilaran has limited hotel stock and July fills it. Many visitors stay on Panglao, 30 to 45 minutes away, which has far more rooms and better beaches.
- Getting around — tricycles within Tagbilaran; hire a van or motorbike for the rest of the island.
- Weather — July is within the wet season. Expect rain and pack a poncho rather than an umbrella.
- Expect road closures in central Tagbilaran on street-dancing days.
Making a trip of it
Sandugo is a good reason to be in Bohol, but the island is the real draw. The Chocolate Hills, the tarsier sanctuary at Corella, the Loboc River and the diving off Balicasag are all within a day's reach, and most visitors build the festival into a longer stay rather than the other way round.
